A leading emergency response center


History:

  • September 27, 2002 – opening of central 911 call center.
  • November 2003 – operationalization of the central 911 emergency medical services.
  • January 2004 – recruitment, training, organization and operationalization of central 911 urban search & rescue, fire auxiliary services, and k-9 unit.


Objectives:

  • To put in place a centralized post for the emergency calls for convenient, simplified and prompt reporting of emergency cases and crime incidents;
  • To enable public safety agencies to respond to emergency cases and crime incidents and dispatch appropriate safety services in more effective, quick and coordinated manner; and
  • To empower the residents to actively participate in government affairs, particularly in the peace and order programs to cultivate and maintain a safe and peaceful environment, making it more conducive for growth and development.

Concept of Operation:

  • Any person needing emergency assistance simply dials 911 using either landline or mobile telephones.
  • Central 911 receives calls and locates the scene of emergency
  • Central 911 tracks the position of the responding units and dispatches appropriate responders with the least possible delay.
  • It captures, stores and recalls data in an electronic database through its Emergency Computer Aided Dispatch System or ECAD developed by the GIS Unit of the Davao Light & Power Co .


Capabilities:

  • Central 911 Call Center has 12 Call Takers and 11 Radio Dispatchers shifting duties 24/7 to receive and dispatch responders to various emergency cases;
  • Central 911 facilitates police emergency assistance by dispatching mobile units nearest to the scene of emergency. The City Government has provided the Davao City Police Office with 36 Mobile Patrol Cars equipped with radio equipments;
  • Central 911 provides pre-arrival and pre-hospital emergency medical care, and transports patients to medical facilities. It has a crew of 30 Emergency Medical Technicians and 5 Ambulance Units equipped with state of the art life saving equipments;
  • Central 911 provides rescue crew, resources and services during life-threatening emergencies. The 911 Urban Search and Rescue Team is composed of 24 Rescue Technicians trained at land and sea rescue and recovery operations (e.g. Scuba Diving, Swift Water Rescue, High Angle Operations, Vehicular Accident Extrication, etc.) and has 3 Rescue Vehicles and 2 Rubberboats;
  • Central 911 responds to Fire Emergency. The 911 Fire Auxillary Services is manned by 30 Fire Fighters and 2 Fire Trucks;
  • Central 911 also responds to emergencies necessitating the use of canines. The 911 K-9 Unit has 6 well trained bomb sniffing dogs and 12 Dog Handlers regularly dispatched at the Davao International Airport, Sasa Wharf & other primary establishments.
